Southborough Board of Health unanimously approved regulatory amendments on septic and well systems. Chair Chelsea Malinowski, along with members Dr. Safdar Medina and Dr.
Elizabeth Zulick, approved changes to septic regulations requiring that installers and engineers be separate individuals and mandating reasonable property access for maintenance and repairs. The board also amended private well regulations to require a 25-foot setback from residential pools and mandate pre-sale water testing, with an opt-out option allowing owners and buyers to jointly waive testing by filing a signed waiver with the Board. In other business, Parivallal Thillaigovindan was unanimously reappointed as tobacco control manager for FY27.
The board heard a presentation on federal tobacco-enforcement challenges from Massachusetts Association of Health Boards executive director Cheryl Sbarro but took no formal action. The board could not reach consensus on cannabis delivery recommendations and will submit a memo to the Select Board.
