Personnel Board approves professional development funding; defers salary plan votes.

SOUTHBOROUGH — Personnel Board unanimously approves $925 professional development grant for Christine Russell while deferring contested FY27 Salary Administration Plan amendments. Chair Jason Malinowski stated no votes would advance until full public input and board deliberation concluded. Town Administrator Mark Purple and Labor Counsel Katherine Feodoroff walked members through proposed changes to overtime calculations, acting-employee pay increases from 10 to 25 percent, and three new stipends ranging from $1,000 to $5,000 annually.

Section 5 overtime language, which would exclude sick and holiday time from the 40-hour threshold, drew board concern and Facilities Director John Parent's formal objection; the board continued that provision to February pending alternative wording.
