SOUTHBOROUGH — Wastewater Study Committee advances District Improvement Financing timing strategy pending Town Counsel opinion. Chair Sam Stivers reported the May 11 Planning Board presentation; the Board cautioned that Fall Town Meeting timing may leave insufficient time for public education and raised concerns about the Committee's use of executive sessions to discuss potential plant sites. The Committee reached consensus that approving only the DIF district area at Fall 2026 Town Meeting—if legally permissible—would lock in baseline assessed property values as of January 1, 2026 with no immediate financial impact.
Members voted unanimously to approve roughly $10,000 from the FY26 Economic Development Committee consulting budget for initial financial modeling and agreed to pursue a Mass Development One Stop services grant in FY27 for comprehensive financial modeling. The Committee approved a letter of support for a joint One Stop grant application with Westborough for an I-495/Route 9 economic development study estimated at $150,000 total, to be split equally.
